Each team should create a Climate Change Action Plan and then debate the merits of that plan.

In the public debate, the role of the affirmative team is to present their Climate Change Action Plan and argue why it's the best one. The negative team does not have to provide an alternative plan; their primary role is refuting the affirmative team's arguments.

If you choose to, the negative team can propose an alternative Climate Change Action Plan, but their main focus should be on weakening the affirmative team's arguments.
